In Japan, book reports (dokusho kansoubun) have strict character counts: 800 characters for lower elementary, 2,000 for middle school. "I need 200 more characters" and "I wrote too much to fit" are classic summer homework struggles. Here is a guide to target lengths and tips for hitting the mark.
Character Counts by Grade Level

In the national competition rules, the title and author name are not counted toward the character limit. The body text count starts from the third line of the manuscript paper.
How to Count Characters on Manuscript Paper

When You Need More Characters

When You Have Too Many Characters

Text reduction techniques apply to book reports too. A common mistake is making the summary too long. Keep it to 15-20% of the total and spend your characters on personal reflection.
Digital vs Manuscript Paper Character Counts

Even if your digital draft is exactly 2,000 characters, the manuscript paper version may differ due to indents and line break blanks. Leave some margin before copying to paper.
